Pat the shrimp dry with paper towels to ensure a good sear. Place them in a bowl and toss with salt, black pepper, and red pepper flakes until evenly coated.
Heat the olive oil and butter in a large skillet over medium-high heat. Once the butter is melted and bubbling, add the minced garlic and cook for about 1 minute until it becomes fragrant, being careful not to let it burn.
Add the shrimp to the skillet in a single layer. Cook for 2 minutes on each side or until they turn pink and opaque. Remove the shrimp from the pan and set them aside on a plate to prevent overcooking.
In the same skillet, pour in the chicken broth and lemon juice. Use a wooden spoon to scrape up any browned bits from the bottom of the pan. Let the liquid simmer for 1-2 minutes until slightly reduced.
Add the cooked rice and the cooked shrimp back into the skillet. Toss everything together for 1-2 minutes until the rice is heated through and coated in the garlic sauce. Stir in the fresh parsley and serve immediately.
