Preheat your oven to 350°F (175°C). Grease an 8×8 inch square baking pan and line it with parchment paper, leaving an overhang on the sides. This will make it much easier to lift the brownies out for decorating later.
In a large bowl, whisk together the melted butter and granulated sugar until well combined. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract until the mixture is smooth.
Sift the flour, matcha powder, baking powder, and salt together in a separate bowl. Gradually fold the dry ingredients into the wet mixture using a spatula. Be careful not to overmix, as this can make the brownies tough. If using white chocolate chips, fold them in now.
Pour the batter into the prepared baking pan and smooth the top with a spatula. Bake for 20 to 25 minutes, or until a toothpick inserted into the center comes out with just a few moist crumbs. Allow the brownies to cool completely in the pan.
Once cooled, lift the brownie block out of the pan and cut it into 16 rectangles. Melt the dark chocolate chips in the microwave in 30-second intervals. Dip the top edge of each brownie into the melted chocolate to create “hair,” or use a piping bag to draw it on. Use a small amount of melted chocolate to stick two candy eyeballs onto each face. Finally, pipe on a zig-zag mouth and “scars” to finish the Frankenstein look.
