Instructions
- In a medium bowl, whisk together flour, cocoa powder, baking powder, and salt.
- In a separate large bowl, whisk together granulated sugar, eggs, vegetable oil, and vanilla extract until smooth.
- Gradually stir the dry mixture into the wet ingredients, then fold in chocolate chips.
- Cover dough and refrigerate for at least 2 hours.
- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Roll chilled dough into 1-inch balls and coat in powdered sugar.
- Place on baking sheets and bake for 10-12 minutes until crackled and edges are set.
- Cool slightly on a wire rack before serving.
